Il Ministero dell’Economia e delle Finanze (MEF) ha pubblicato gli esiti della consultazione, conclusasi il 25 marzo scorso, sul Libro Verde in materia di competitività dei mercati finanziari italiani a supporto della crescita.
Il Libro Verde, curato dal Dipartimento del Tesoro con il supporto di autorità di vigilanza ed esponenti e associazioni di categoria, ha presentato e sottoposto a consultazione pubblica alcuni possibili interventi, identificati anche sulla base di una ricognizione comparatistica, incidenti su più livelli (normative primaria e secondaria, autoregolamentazione, passi amministrative) al fine di promuovere, mediante misure che non comportano oneri per la finanza pubblica, lo sviluppo e la competitività dei mercati dei capitali, quale tassello fondamentale per la crescita e la realizzazione degli obiettivi del Piano Nazionale di Ripresa e Resilienza (PNRR).
The Council presidency and the European Parliament have reached provisional agreement on the proposal for a Regulation on markets in crypto-assets (MiCA), which covers issuers of unsecured crypto-assets and so-called “stablecoins”, as well as trading venues and portfolios in which crypto-assets are held.
This regulatory framework will protect investors and preserve financial stability, while allowing innovation and fostering the attractiveness of the crypto-asset sector. This will bring more clarity in the European Union, as some member states already have national legislation for crypto-assets, but so far there had been no specific regulatory framework at EU level.
EBA has published its quarterly Risk Dashboard together with the results of the autumn edition of the Risk Assessment Questionnaire (RAQ).
EBA has adopted a decision on the reporting by competent authorities of payment fraud data under the Payment Services Directive (PSD2).

Competent authorities shall report to the EBA the payment fraud data under the PSD2, as specified in the EBA Guidelines on fraud reporting, via the European Centralised Infrastructure of Data (EUCLID) and according to the EBA Data Point Model (DPM).

This Decision allows the establishment of a streamlined workflow arrangement whereby the European Central Bank, on behalf of the relevant competent authorities, could submit data in line with the specifications set out in the EUCLID Decision.
