L’Organismo Italiano di Contabilità (OIC) ha posto in pubblica consultazione la bozza del principio contabile di riferimento per gli enti del terzo settore (ETS) “OIC X principio contabile ETS”.

La bozza disciplina le specificità degli ETS, per le quali le regole contabili ordinarie avrebbero fornito una rappresentazione contabile non appropriata con la finalità non lucrativa degli ETS e la normativa di riferimento prevista per i loro bilanci.

La consultazione terminerà il 30 settembre 2021.

The IAIS Executive Board has adopted the Application Paper on Insurance Macroprudential Supervision.

The Application Paper provides further guidance on supervisory material related to macroprudential supervision in Insurance Core Principle 24 to better address the accumulation and transmission of systemic risk at the insurance level and at the sector level.

Published in the Official Journal of the European Union on 6 September 2021 ECB Decision (EU) 2021/1438 of 3 August 2021 amending Decision (EU) 2017/935 on delegation of the power to adopt fit and proper decisions and the assessment of fit and proper requirements (ECB/2021/34).

In particular, the procedure for delegation of decision-making powers is clarified in relation to decisions on fit and proper in cases where the heads of business units have doubts about the interconnection between such a decision and one or more other decisions requiring supervisory approval.

This may be the case where the outcome of the relevant supervisory review directly affects one or more such other decisions and, therefore, it is appropriate that the decisions are considered simultaneously by the same decision-maker in order to avoid conflicting outcomes. However, this clarification regarding the procedure for the delegation of decision-making powers should not interfere with the possibility to adopt a separate decision on the appointment of certain members of the management body where one or more criteria for delegation are not met.

The decision:

specifies the criteria for the delegation of decision-making powers to the Heads of Business Areas of the European Central Bank (ECB) for taking decisions on the materiality of supervised entities;
provides clarifications in relation to amendments to materiality decisions where the heads of business areas have doubts as to the interconnectedness of such a decision with one or more other decisions requiring supervisory approval
