Pubblicato in Gazzetta Ufficiale n. 90 del 16 aprile 2022, il Provvedimento di Banca d’Italia del 5 aprile 2022, di attuazione dell’articolo 2, comma 4-bis, del decreto legislativo n. 11 del 27 gennaio 2010, di attuazione della direttiva 2007/64/CE (PSD), relativa ai servizi di pagamento nel mercato interno, recante modifica delle direttive 97/7/CE, 2002/65/CE, 2005/60/CE, 2006/48/CE, e che abroga la direttiva 97/5/CE.
In particolare, il provvedimento definisce modalità e termini per l’invio delle informazioni che i prestatori dei servizi di cui al comma 2, lettere m), punti 1) e 2), e n) del decreto legislativo 27 gennaio 2010, n. 11, sono tenuti a notificare in conformità all’art. 37, della direttiva (UE) 2015/2366 (PSD2).
In December 2019, the Basel Committee on Banking Supervision (BCBS) reviewed its Pillar 3 framework, including the disclosure requirements on interest rate risk in the banking book (IRRBB).
In line with the development of the international standards agreed by the BCBS, IRRBB disclosure requirements, applicable from June 2021, were introduced in Article 448 of Regulation (EU) No 575/2013 by Regulation (EU) 2019/876 of the European Parliament and of the Council.
Commission Implementing Regulation (EU) 2021/637 should also incorporate the new implementing technical standards on the public disclosures of the IRRBB information set out in Article 448 of Regulation (EU) No 575/2013.
In order to ensure that institutions disclose comprehensive and comparable information on IRRBB, a table containing qualitative information on interest rate risks of non-trading book activities and a template containing quantitative information on interest rate risks of non-trading book activities should be laid down.
