ESMA has approved the registrations of the first two securitisation repositories (SRs) under the Securitisation Regulation (SECR):
- European DataWarehouse GmbH based in Germany; and
- SecRep B.V. based in the Netherlands.
The registration decisions will become effective on 30 June 2021.
EBA has published its final draft Implementing Technical Standards (ITS) on information on supervisory approaches and aggregate statistical data concerning the new prudential requirements that competent authorities will have to disclose publicly for all types of investment firms authorised under MiFID.
These final draft technical standards, which are part of the Phase 2 mandates of the EBA Roadmap on investment firms, will ensure that the disclosed information is comprehensive and comparable across all Member States. The disclosed information covers the following areas:
- the text of laws, regulations, administrative rules and general guidance adopted in each Member State;
- options and discretions in the application of the prudential requirements;
- criteria and methodologies of the supervisory review and evaluation process (SREP);
- aggregated statistical data on prudential requirements.
Competent authorities will have to start disclosing this information in June 2022.
EBA has published an Opinion following the notification by the Estonian macroprudential authority, Eesti Pank, of its intention to extend a measure originally introduced in 2019 to ensure that banks hold sufficient own funds to cover systemic risks related to housing loans and to act as a backstop limiting any further decrease in risk weights. Based on the evidence submitted, the EBA does not object to the extension of the proposed measure, which will be applied for two years.
European Parliament published its position on cross-border payments in the European Union.
For the proper functioning of the internal market and in order to facilitate cross-border trade within the Union, it is essential that the charges for cross-border payments in euro are the same as for corresponding payments within a Member State.
It is not advisable to apply the principle of equality of charges for payment instruments which are mainly or exclusively paper-based, such as cheques, since, by their very nature, they cannot be processed as efficiently as electronic payments.
The principle of equality of charges should apply to payments initiated or terminated on paper or in cash which are processed electronically in the course of the payment execution chain, excluding cheques, and to all charges linked directly or indirectly to a payment transaction, including charges linked to a contract. Indirect charges include charges for setting up a permanent payment order or fees for using a payment card or debit or credit card, which should be the same for national and cross-border payment transactions within the Union.
Competent authorities should issue guidelines to identify corresponding payments where they consider it necessary. In order to facilitate the functioning of the internal market and to avoid inequalities between payment service users in the euro area and non-euro area Member States in respect of cross-border payments in euro, it is necessary to ensure that charges for cross-border payments in euro within the Union are aligned with charges for corresponding national payments made in the national currency of the Member State in which the payment service provider of the payment service user is located.

Consob publishes the latest Statistical Bulletin that has been published reports data on listed companies and financial intermediation at the end of 2020, which reflects the trend of the economic crisis following the pandemic.
Market capitalization down by 10.1% and ratio between capitalization and GDP at 32% compared to 33.1% at the end of 2019. The volume of trading in shares (+ 23.5%), in equity derivatives (+ 8.8%) and Italian government bonds (+ 71.8%) compared to 2019.
Thanks to the recovery in the second half of the year, there is only an overall decline in the net profit of listed companies and not negative results. The industrial companies listed on the AIM recorded profits of 102.2 million euros.
Investors’ preference for liquid assets continues, but the flight to government bonds recorded in the first part of the year falls. The value of financial instruments held with Italian intermediaries for investment and asset management services increased (+ 2.6%) but less than the growth in deposits. In the equity portfolio of professional customers, the weight of foreign securities is growing at the expense of Italian ones. Retail customers maintain their investment in Italian government bonds stable compared to 2019.

Pubblicato in Gazzetta Ufficiale n. 149 del 24 giugno 2021, il provvedimento della Banca d’Italia del 4 maggio 2021, recante nuove disposizioni sulla procedura di valutazione dell’idoneità degli esponenti di banche, intermediari finanziari, istituti di moneta elettronica, istituti di pagamento e sistemi di garanzia dei depositanti.
A seguito dell’adozione del decreto del MEF n. 169/2020 sui requisiti di idoneità, si è reso necessario aggiornare la procedura per la verifica da parte della Banca d’Italia. Le Disposizioni entrano in vigore il 1° luglio 2021 e si applicano:
- alle nomine effettuate successivamente al 1° luglio 2021;
- alle nomine effettuate dopo la data di entrata in vigore del DM, ma prima del 1° luglio 2021, limitatamente agli eventi previsti dai paragrafi 3, 4, 5 e 6 della Sezione II, se successivi al 1° luglio 2021.
