The ECB has placed for public consultation guidance on procedures for evaluating the acquisition of qualifying holdings in banks.

EBA published its first mandatory Basel III Monitoring Report which assesses the impact that Basel III full implementation will have on EU banks in 2028.

The Guide identifies which entities are subject to assessment, the documentation required to submit an application, and how the ECB assesses transactions.
It also provides information on complex acquisition structures, application of the proportionality principle, and specific procedural elements.
The publication of the Guide aims to increase transparency to market participants by explaining what the ECB’s supervisory practice is in assessing the acquisition of qualifying holdings.
