Banca d’Italia ha pubblicato un approfondimento sulla Cyber resilience per la continuità di servizio del sistema finanziario.
In particolare, evidenzia Banca d’Italia, le minacce da fronteggiare sono sempre più variegate e ibride: esse includono eventi cyber e naturali, incendi, emergenze sanitarie, tensioni geopolitiche, attentati e altri fenomeni.
Nel comparto finanziario la necessità di intervenire tempestivamente per prevenire e contenere minacce di natura cyber è elevata, date le interconnessioni che lo caratterizzano: un evento su una singola infrastruttura, se non prontamente affrontato, può rapidamente propagarsi all’intero sistema, con impatti da reazione a catena. La diffusione di tecnologie digitali ha ampliato peraltro la superficie dei sistemi esposti a eventi cyber.
In questo contesto, la cyber resilience diviene strumento centrale per prevenire e gestire eventi che possono intaccare la continuità di servizio del sistema finanziario.
Il presente lavoro dopo avere descritto i principali elementi di contesto (capitoli 1, 2 e 3), espone le maggiori iniziative istituzionali avviate a livello nazionale (capitolo 4) e internazionale (capitolo 5) per rafforzare la cyber resilience nel sistema finanziario, comprese misure ad hoc adottate nel tempo dalla Banca d’Italia. Vengono poi presentati profili a carattere evolutivo (capitoli 6 e 7).

Con comunicato stampa del 9 marzo 2022, Banca d’Italia ha pubblicato un documento che rileva lo status attuale delle richieste al Fondo di Garanzia PMI .
In particolare, salgono a oltre 230 miliardi le richieste di garanzia per i nuovi finanziamenti bancari per le micro, piccole e medie imprese presentati al Fondo di Garanzia per le PMI.
Attraverso “Garanzia Italia” di SACE i volumi dei prestiti garantiti raggiungono i 33,2 miliardi di euro, su 4.701 richieste ricevute.
Sono questi i principali risultati della rilevazione effettuata dalla task force costituita per promuovere l’attuazione delle misure a sostegno della liquidità adottate dal Governo per far fronte all’emergenza Covid-19, di cui fanno parte Ministero dell’Economia e delle Finanze, Ministero dello Sviluppo Economico, Banca d’Italia, Associazione Bancaria Italiana, Mediocredito Centrale e Sace.

However, there are drawbacks in using headline ESG scores that limit their usefulness. ESG scores amalgamate a broad range of fundamentally different factors, which creates ambiguity. Weak scores in one pillar can offset strong scores in another pillar.
On this point, BIS proposes an investment strategy based on deconstructing ESG scores. The strategy focuses on specific underlying ESG categories such as emissions reduction and human rights. To implement our investment strategy, we exclude firms with the lowest scores in certain ESG categories of interest and implement a best-in-class investment strategy.
ESMA has published a Multilateral Memorandum of Understanding (MMoU) on Cooperation for Information Sharing Regarding Participants in a Clearing or Settlement System.
The MMoU is agreed between the Bank of England and the European Economic Area (EEA) Supervisory Authorities.
The UK Authority, on the one hand, and the EEA Authorities, on the other hand, express through this MMoU their willingness to cooperate with each other on information regarding clearing members of central counterparties (CCPs) and participants of central securities depositories (CSDs) in order to enhance supervisory effectiveness.
