EBA published its quarterly Risk Dashboard together with the results of the spring edition of the Risk Assessment Questionnaire (RAQ).

The Q1 data shows that the CET1 ratio increased slightly on a fully loaded basis. The NPL ratio improved further, except for some sectors that may have been more affected by the pandemic. The RAQ results show that a comparatively high share of banks expects rather a deterioration in the asset quality of most portfolios. Loans under EBA eligible moratoria declined further in Q1 2021. Banks’ profitability improved significantly. The loan to deposit ratio declined further from 112.2% in Q4 to 111.0% in Q1, supported by a bigger rise in client deposits from households and NFCs than respective loans.

EBA issued a revised list of validation rules included in its Implementing Technical Standards (ITS) on supervisory reporting, highlighting those which have been deactivated either for incorrectness or for triggering IT problems and were not included in the list published on 10 June. Competent Authorities throughout the EU are informed that data submitted in accordance with these ITS should not be formally validated against the set of deactivated rules.

EBA launched a public consultation on draft Regulatory Technical Standards (RTS) specifying the requirements for originators, sponsors, original lenders and servicers related to risk retention, in line with the Securitisation Regulation.

The RTS aim to clarify requirements relating to risk retention, thus reducing the risk of moral hazard and aligning interests. The RTS also provide clarity on new topics, including risk retention in traditional securitisation of non-performing exposures (NPE). The consultation runs until 30 September 2021.

EIOPA amended the Decision on the collaboration of the insurance supervisory authorities of the Member States in the European Economic Area.

The new Decision will further strengthen and enhance the cooperation between the national competent authorities (NCAs) in relation to cross-border activities through:

  • the introduction of three new notifications requirements for NCAs: notification in case of intention to authorise an undertaking with cross-border activities, in case an undertaking carrying out cross-border activity shows deteriorating financial conditions or other emerging risks which may have cross-border effects and in case of serious and reasoned concerns with regard to consumer protection;
  • a more active role of EIOPA in the information exchange to allow the identification of potential risks at the earliest possible stage as well as to foster proactive supervision and timely supervisory actions; and
  • the clarification of the role of NCAs and EIOPA in the process of setting up and running cooperation platforms.

On the Official Journal of the European Union has been published the Decision (EU) 2021/1074 of the European Central Bank of 18 June 2021 on the temporary exclusion of certain exposures to central banks from the total exposure measure in view of the COVID-19 pandemic and repealing Decision (EU) 2020/1306.

OECD published the report on Future of Corporate Governance in Capital Markets Following the COVID-19 Crisis

This report provides an evidence-based overview of developments in capital markets globally leading up to the COVID-19 crisis. The structural effects of the crisis on capital markets and its interplay with corporate governance remain to be fully understood. This report presents trends that can be used to shape policies that will support the recovery and formulates key policy messages that will guide the upcoming review of the G20/OECD Principles of Corporate Governance.

The report emphasises that the road to recovery will require well-functioning capital markets that can allocate substantial financial resources for long-term investments. It also highlights the need to adapt corporate governance rules and practices to the post-COVID-19 reality, particularly in areas such as: increased ownership concentration; environmental, social and governance (ESG) risk management; digitalisation; insolvency; audit quality and creditor rights.

IOSCO published a Consultation Report on Recommendations on Sustainability-Related Practices, Policies, Procedures and Disclosure in Asset Management

This Consultation Report focuses on asset managers and investor protection issues and aims to improve sustainability-related practices, policies, procedures and disclosures in the asset management industry.

The Report discusses the types, and provides examples, of greenwashing at the asset manager and product levels, describes the different regulatory approaches currently taken by STF members to address sustainability-related practices by asset managers as well as disclosures at both the firm and product levels, and provides an overview of the current landscape of

sustainability-related financial and investor education. The report also discusses challenges in this area and sets out recommendations for securities regulators and policymakers. The synergies with the two other STF workstreams are also explored in this report. The consultation runs until 15 August 2021.
