Banca d’Italia ha pubblicato i dati relativi all’indagine sul credito bancario nell’area euro relativi al 1° trimestre 2022, con un breve commento sui principali risultati per le banche italiane.

Nel primo trimestre del 2022 i criteri di offerta sui prestiti alle imprese hanno registrato un lieve irrigidimento, riconducibile a una maggiore percezione del rischio e una minore tolleranza dello stesso.

Anche i termini e le condizioni sono stati inaspriti, in particolare tramite un aumento dei margini sui finanziamenti più rischiosi. I criteri di concessione dei prestiti alle famiglie – per l’acquisto di abitazioni e per consumo e altre finalità – hanno registrato un contenuto allentamento, mentre i termini e le condizioni sono stati irrigiditi.

Nel trimestre in corso i criteri di offerta sul credito alle imprese e alle famiglie sarebbero resi più stringenti.

La domanda di prestiti bancari da parte delle imprese è lievemente diminuita, soprattutto per un minore ricorso alla rinegoziazione del debito e nonostante una maggiore necessità di scorte e capitale circolante.

Le richieste di finanziamenti da parte delle famiglie sono moderatamente calate per i mutui e aumentate per il credito al consumo. Nel trimestre in corso la domanda da parte delle imprese resterebbe invariata, mentre quella delle famiglie crescerebbe in modo contenuto.

EBA has published its final draft Regulatory Technical Standards (RTS) specifying the requirements for originators, sponsors and original lenders related to risk retention as laid down in the Securitisation Regulation and as amended by the Capital Markets Recovery Package (CMRP).

These RTS aim to provide clarity on the risk retention requirements ensuring a better alignment of interests and reducing the risk of moral hazard, thus contributing further to the development of a sound, safe and robust securitisation market in the EU.

The modifications due to the CMRP focus on the modalities of risk retention in non-performing exposure (NPE) securitisations and the impact of fees payable to retainers on the risk retention requirement. These changes aim to facilitate the securitisation of non-performing exposures and are part of EBA’s broader work on supporting the functioning of the secondary markets for NPE. In addition, the RTS provide further clarity on the application of the risk retention requirement to resecuritisations, as well as the treatment of synthetic excess spread as a possible form of compliance.

EIOPA has published an Opinion on the disclosure of individual results in the context of insurance stress tests.

EIOPA conducts Union-wide stress test exercises to assess the resilience of the European insurance industry and has until now communicated the results based on aggregated data. Over the past years, EIOPA has sought to further improve the transparency of the exercise through the publication of individual results and engaged with stakeholders on the matter.

EIOPA believes that a consistent and disciplined communication of individual stress test results would enhance market discipline, increase participants’ commitment and contribute to a level playing field among insurers and across the financial sector, resulting in a healthier insurance industry as a whole.

Despite the steps taken by EIOPA to address the industry’s concerns regarding individual disclosures, such as by requesting only a subset of balance sheet indicators to be published, the majority of (re)insurers continue to show reluctance.

EIOPA therefore considers that a change in the legal framework allowing EIOPA to disclose the results of individual undertakings is the only way to obtain the disclosure of individual information.
