Consob e Cassa Depositi e Prestiti (Cdp) hanno firmato un protocollo sugli interventi operati dal “Patrimonio Rilancio”, ai sensi del “Decreto Rilancio”, così come convertito in legge, con modificazioni, dall’articolo 1, comma 1, della legge 17 luglio 2020, n. 77.

Con il protocollo si intendono definire i principi generali volti a regolare i flussi informativi e gli adempimenti tra Cdp e la Consob relativi agli interventi operati dal Patrimonio Rilancio in società emittenti azioni quotate sui mercati regolamentati, ferma restando la normativa, anche regolamentare, relativa agli obblighi informativi connessi alla partecipazione al capitale sociale di tali società.

Le modalità di intervento previste dal Patrimonio Rilancio, volte a privilegiare la speditezza dei processi e l’efficienza nelle erogazioni, rendono opportuna una standardizzazione delle informazioni che Cdp dovrà fornire al mercato in occasione di investimenti del Patrimonio Rilancio in società quotate.

Banca d’Italia has published a working paper on internal ratings and the provision of credit to businesses.

This paper verifies whether the lending policies applied by banks adopting the internal ratings-based (IRB) method for credit risk are more sensitive to the riskiness of borrowers than are banks adopting the standardized approach. We analyse the changes between 2007 and 2017 in the cost and the amount of bank credit granted to Italian firms by banks that adopted the IRB method in the period under examination and by other banks that continued with the standardized approach.

Banks’ lending policies are more sensitive to the riskiness of borrowers in the year following the adoption of the IRB method, as they raised interest rates and reduced the amount of credit more for riskier borrowers than for safer ones. High-risk firms partly compensated for the decrease in bank credit by obtaining funds from institutions adopting the standardized approach, but overall their average cost of credit rose.
